Collapsed road surface

"The road outside my flat (bottom of A3 before road hits one way system) has a dip that is causing major vibrations in my flat. I have lived there for 5 years and this has got significantly worse in recent months. I have had a structural engineer Tony property and he diagnosed the dip in the road and in even manhole cover as the cause.

I am unable to sleep due to the consistent vibrations caused by the continuous flow of HGVs travelling at speed over this dip.

Are you aware of this collapse road surface?"
