Manhole noisy getting worse daily for 6 months

The problem has gotten extremely worse, it is constantly being reported, has been "solved" 2 times now and every time it lasted for 2 days and then started clanking again.

The noise is absolute torture and has been going on for at least 6 months.

We need a proper solution to solve this
