Drain cover rocking, road surface loose

Follow up to the previously fixed report reference: FMS1901145.

The new surface installed to fix this pothole is now coming loose due to the rocking of the drain cover every time a heavy vehicle (this is in a bus stop) passes over it.

Small stones/rocks from the damaged surface are spread around the defect on the road surface, and also on the edge of the pavement, sometimes at risk of flicking up hitting pedestrians.
