Traffic Light Filter not working

Intersection has a Yellow cross-hatch across all of intersection, when proceeding in an easterly direction, there is a filter on the traffic lights which was working several months ago, which allowed traffic to turn right into Cross Deep, however it is not working now, which causes problems, since invariably the exit from the box is not clear and hence it makes it difficult to turn right. I cannot see the logic involved with removing this filter, unless it is intended to increase the number of tickets issued for contravening the "do not enter, unless your exit is clear" regulations.
