Road barriers on the A4 NW bound sliproad, adjacent to Cambridge Road South in Chiswick, W4

Reported in the Debris in the carriageway category anonymously at 13:36, Fri 29 May 2020

Sent to TfL less than a minute later. TfL ref: FMS2134054.

We are writing to you in regards to the elevated noise pollution caused by the barriers currently installed on the A4 NW bound sliproad, adjacent to Cambridge Road South in Chiswick, W4. We have been made aware that there have been a number of complaints made previously, which have been directed towards your team. The disturbances caused by the barriers alone, are clearly becoming unbearable for the many residents who reside near to them. It should also be noted that the noise speeding and heavy vehicles generate, is also a problem, however, it is vastly worsened by the thin and poorly constructed metal barriers that serve simply reverberate and exacerbate the noise. Upon inspection, it is clear that these barriers are of poor acoustic dampening materials. That aside, and more of a concern, is that they have seemingly not even been installed correctly; these thin sheets are firstly not bolted to posts, nor have not been foam-filled either. They have been simply placed there left to rattle around at the slightest breeze. A quick check on the .gov website informs us that; 'Permitted noise levels The permitted noise level using A-weighted decibels (the unit environmental noise is usually measured in) is: 34 dBA (decibels adjusted) if the underlying level of noise is no more than 24 dBA. 10 dBA above the underlying level of noise if this is more than 24 dBA.' Three very simple noise test were recorded recently, during non-rush-hour, and on a Sunday, during the lockdown. In other words, when it should be at it's quietest.

Date taken: 10/05/2010 - 19:37 Measurement time: 2 minutes LAeq: 65.1 db Max Level: 85 db LCPeak: 109.2 db

Date taken: 10/05/2010 - 19:37 Measurement time: 2 minutes LAeq: 65.1 db Max Level: 85 db LCPeak: 109.2 db

Date taken: 11/05/2010 - 17:30 Measurement time: 1:20 minutes LAeq: 71.7 db Max Level: 88.7 db LCPeak: 116.1 db

We would be happy for you to conduct a proper study, of course, but as you will deduce, at 88.7 A-weighted decibels, recorded at what should be the quietest time (00:34am), is clearly not acceptable. Furthermore, it should be understood that it is not simply down to an overly high constant noise, it is the fluctuation of explosive noise that has become intolerable for many residents, especially during the night and early hours where sleep becomes problematic. The residents are being continually woken, by what seems like some kind of horrible car accident, every time a heavy goods vehicle hurtles past the clanging barriers. So it is with some urgency that something must be done. To resolve this matter amicably, we are appealing to you to review this immediately, and preferably replace these barriers with something more suitable, as well as have them installed proficiently. This letter will also be forwarded to other parties and as you will see, attached are the signatures of the most immediate residents. We look forward to your response. Yours Faithfully,

Residents of Cambridge Road South W4
