Crowds of street drinkers blocking pavement

Hello - I hope you can help. Since the bars on Battersea Rise (Brew Dog and The Merchant) have reopened for take away drinks the pavement along Battersea Rise has become impassable because it is blocked by large groups of drinkers. In order to maintain any kind of social distancing it is necvessary for pedestrians to step into the busy South Circular at a point where, historically, there have been several accidents. Whilst the covid-19 risks are lower for the age group of the on street drinkers for people who live in households where someone is shielding the risks remain high and the guidance for everyone hasn't changed. It is anti-social behaviour which has a detrimental impact on the rest of the community especially those with disabilities (pavement acces) or who are more vulnerable to the effects of the coronavirus. I have approached the businesses and Brew Dog have replied to say that they recognise the problem but can do nothing about what their customers do once they are off the premises. The police in Wandsworth say this is nothing to do with them and they cannot enforce "guidance" and that I should approach Wandsworth Trading Standards. Wandsworth Council say that as this is a red route the blocking of the the pavement is the responsibility of TFL. Surely something can be done to facilitate the continued safe trading of these businesses?
