Bicycle parking on footway

Some months ago, bike racks were installed bang in the middle of the footway, outside 308 Upper Richmond Rd West near junction with Elm Rd. At this point the shop has its own frontage, and people walk across that, as the legal TfL maintained footway is inaccessible because of the bike stand. It isn't a major obstruction, but it seems odd to me that you put a bike rack in pedestrian space like this. It would be a big problem if the shopkeeper reclaimed his/her ground!
