What are these signs?

I am making the enquiry into the signs that have been placed up on both sides of Cheam High Street blocking the parking in front of local shops. This I can see is to give more space when people are queuing.
I want more understanding because the signs say: 'From 15 June 2020 to 31st December 2021 (10.00pm - 11.59pm) Suspension of Loading Bay. No person shall cause or permit any vehicle to stop in the loading bay on the high street Cheam outside Nos ... A232 GLA Road in the London Borough of Sutton. Reason Social Distancing. Ref: GLA/2020/433.
I am wanting explanation because these signs are accompanied by barriers blocking a large area both sides of the high street.
The strange thing is: 1) These barriers are in place all day not just between 10.00pm and 11.59pm! 2) They have blocked parking bays. 3) Loading bays are NOT blocked.
I cannot understand this as it is a total contradiction to the signs.
My concerns are:
1) that the shops on Cheam High Street will lose business from passing potential customers because they cannot park. 2) that people who stop in the loading bays to purchase items will be fined. 3) that the high street may decline through lack of business.
