Lights on Sutton common road going across a217 seem to be stuck on red for at least 7minutes at a time of evening and morning, causing people to jump them

The lights going across the a217 from Sutton common road are stuck on red for long periods of time. This is causing people to jump the lights regularly on a very busy road, increasing the likelihood of a crash occurring.
