Traffic coming from the south on A1206 was stuck on red for 2 cycles when the left lane was unoccupied - sensor issue?

There are two lane sensors for the traffic light for the traffic coming from A1206 Cotton St to turn left/right onto E India Dock Rd. I think only the lane sensor on the left is working. Yesterday there was a massive traffic jam to turn right with the light stuck on red as the left turn lane was empty. As soon as I pulled up into the left lane, a green light was given.
