Tree overgrowing into residents balconies

Hi, The tree is overgrowing into everyones balconies and its becoming to the point the arms of the trees need to be cut and then not grow back as the insects and birds are becoming a nuisance on the balcony. I really feel its blocking my sun too and im on the fourth floor and its growing as high as the fifth now and thats why we all bought our properties re the sun. Please can you trim the top and thr arms as you can see in the photos how close theyre to us and why we're having troubles with insects etc
