Cars parked on a pedestrian zone

Reference FMS2218760 Yesterday your contractors replaced two bollards that was supposed to prevent cars from driving on a pedestrian zone. Because your contractors didn't replace the bollards where they were originally and instead moved it a shop further up, cars are now parking in front my shop which is part of the pedestrian zone. I am allowed to put cafe tables and chairs outside my shop but because they didn't replace it as it originally was I have cars instead of people in front my shop. I don't understand why the bollard was not place in its original position and why are you allowing cars to park in a pedestrian zone? The whole point was for a health and safety issue. My tables and chairs will be amount cars while they eat. Can your contractors come back and replace the bollards correctly please as what is the point of paying Kingston Council for a licence to have chairs and tables on a pedestrian only zone when cars will be there instead. Also why did your contractor not replace it in its original position.
