New Drain Covers Sunking

There are two drain covers on the pedestrian crossing on Tower Hill. Both of them are loose and every time they are driven over by a car, pretty much 24/7, they make a loud clanging noise. These are directly outside mine, and others, bedroom windows and are causing many sleepless nights. I would assume that as they are both loose and have sunk by about 4 inches there is also a chance they could collapse and could cause an horrendous accident.
