Blocked Drain/ Gully

Gully has been blocked for 2 years Water splashing onto pavements and down my stairs

Temporary traffic lights installed for absolutely no apparent reason. Nothing wrong with the road, just an orange fencing panel lying on it. No workers or maintenance vehicles present. Just massive queues each way causing extra pollution. School nearby - trust the traffic lights will be removed by tomorrow morning.
