No cycling Signage

Subway under the A316, that provides a vital pedestrian and cycle connection between Whitton and Twickenham. There is a confusing mix of signage on the subway some advisory requesting cyclists to dismount others mandatory. As someone who uses this route to take my child to nursery in Twickenham by bike, I don't think it should be illegal to ride a bike in the tunnel. This in the past has been enforced by Police. Can the signage be changed to give priority to pedestrians, requests that cyclists slow down and take care, but not make it illegal?
Also the hedges to the entrance on the northside of the A316 need cutting back.
