No railing between cars and pedestrians

Hi- along the stretch of the 316 by rose one car park there is no railing between the road and the pavement. Some pedestrians can squeeze under the barriers to the adjoining RFU car park and walk along that stretch. However anyone with a buggy or wheelchair has to walk along the pavement with lorries and cars thundering past. I often have to that with my buggy and child walking alongside which is frightening and unsafe. Why is this the only stretch of the 316 without a barrier?
