URGENT: Leak in basement on to electrics

Dear TFL,
The basement of my barbershop is undertaking serious water damage caused by one or more loose areas in the paving, at the front of the shop.
I recently had the concrete portion at the front of my shop, re-surfaced with watertight concrete (by Herts Heritage) and had a registered professional (Jamie from DrySeal Basements) come and take a look at the damage yesterday, who since assessing the matter from both in and outside the building has advised me to inform you about this problem, as i’ve done everything I can from my end.
I called your out of hours operator on Friday night, who advised me to call Thames Water, who sent A engineer out (ref:1019030670) that checked my internal pipes and external waste pipes - deeming them all in working order. I tried calling your operator back several times but was disconnect every time, leaving me no choice but to lay my own DPM over the area to stop further damage.
Please find attached photos of areas mentioned and damaged caused.
This is a URGENT matter as its leaking on to my main electrical board, for the whole business.

Dear TFL,
Please refer to my previous emails, I am seeking permission to instruct a credited asphalt specialist to externally tank the exterior of my basement ceiling which is located approximately 900mm in front of my premises to stop water penetration. The paving is within your jurisdiction so I require your permission to undertake these remedial works to ensure building regulations are maintained and my property remains safe for personal use within my basement area. Please respond at your earliest convenience or I will be forced to instruct my law team to claim compensation for exasperated repairs.
