Road flooding during rain

During rain the road outside my house (A205 at 52 Cavendish Road) gets badly flooded to create a pool of water that goes halfway across the road and at least 6-10m down the road. Two major concerns: 1) Safety. It's a main A road with large trucks traveling at speed and there's a risk of them planing on a deep puddle. 2) Cars and lorries going through the water splash a lot of water right across the pavement and up into our front garden. It makes the front of the house very messy and I'm concerned about water damage to the property.
It looks like there is a drain near the puddle but a) it's not close enough to drain it (as you can see from the pics) and b) during heavy rain it doesn't seem to be draining anywhere near fast enough to avoid a huge puddle being created.
I'm wondering if it needs another drain inserting or some other solution?

After a bit of rain in the past couple of days the standing water now stretches halfway across the South Circular. Every car that goes by soaks the pavement and any pedestrians (including a pram carrying our new born baby on one occasion!).
