Dangerous cycle route - Chelsea Bridge/Battersea Park

I'd like to complain about the new cycle routes through South West London, they're very dangerous for both cyclists and drivers.
As a cyclist if you are forced to overtake someone, especially someone who is doesn't cycle straight then you are forced onto a tight road, if there is a puddle you're forced onto the road, or cycle through it, if you're a cyclist you'll know that is very dangerous, and if there are roadworks like the road of Chelsea Bridge by battersea Park then you are also forced out as there is no pavement for pedestrians. The wands make it difficult to go out on to the road without turning your wheel out and make the congestion so much worse. These wands/poles in such excess do not work, painting the lanes brighter using or creating cycle separate lanes is great, these wands are not. Please let me know how I can share this to the right persond/department.
