Street condition preventing safe social distancing

Hi,
I want to report a safety issue on the pavement outside 11 Upper Tooting Road (near Tooting Bec tube station). Half of the pavement is blocked by rubble dumped outside this property. It has been there for weeks. This is a busy stretch of street and as the pavement has been made extremely narrow it is very hard to keep a safe physical distance from people on the street. Given the increasing spread of COVID at the moment this is a significant safety issue that needs to be resolved immediately. I contacted the council but they informed me that TFL have responsibility for this road.
Please advise when this hazard will be addressed.
