Safety issue on A316 Bridge

Sent to TfL less than a minute later. TfL ref: FMS2364027.
A316 at Twickenham opposite Richmond college. there is a bridge, over the bridge there is metal railings and someone keep taking the bolts out of the railings to create a gate, so they can walk across the road instead of using the bridge, student from the college nearly got run over and children can find the gate and customers own son has been there and found the gate and he also seen students running across the road, this needs to fixed as a matter or urgency so that the bolts cannot be removed and before someone gets seriously injured or killed

This has been 10 days from being reported to TFL. College students are still using this to walk in to traffic and forcing vehicles to brake, whilst leaving it open as shown endangering cyclists and small children, Several of which have already been perilously close to death.
