Pothole in Blackwall tunnel, in excess of 10 inches wide across central point of southbound tunnel dual carriageway

There is a pothole in excess of 10 inches in width within the southbound tunnel of the Blackwall tunnel, located approximately one third of the way into the tunnel. The width has been estimated through the size of my car's tyre of 245mm.
It is on the right-hand edge of the left lane, possible straddling both lanes. Given its location, this pothole is unavoidable without sharply veering into the right-hand lane, or coming dangerously close to the tunnel wall.
The pothole is deep, and sharp enough to do significant damage to tyres as hitting it caused the driver's side tyre of my car to rip, after hitting the pothole at 30mph on Monday 2nd November 2020, at approximately 1940hrs (please see attached photos of damage). Given its location, it is unsafe to stop and take photographs of the pothole itself.
As such, I will now need to purchase a new tyre after inspecting the damage and so would also like to know the process for claiming for repair costs please.
