Turn Left & Traffic Light relay / circuit speed

The turn left arrow from York Road to Lombard Road frequently not working - intermittent fault?
The relay of the lights is too close: when York Road lights go green whilst Lombard are are still changing. Result is cars racing to make the lights from Lombard Road put themselves in path of accelerating traffic (and bikes and cycles) on York Road. It's far far too close.
