Loose manhole cover sound polluting the whole area

An iron cap in the middle of the road right outside "The Liberty Bounds" and just before the traffic control light on the side of the road with direction to Tower Bridge, has been displaced.

The iron cap is either from a manhole or is covering some electricity roadworks. The iron cap is displaced and has been loose for the last 2 months and every time a vehicle is stepping on it makes a sound causing huge sound pollution and disturbing the residences the whole day and especially during the night when we can not sleep!
