Branches are too high and blocking natural light

I contacted Richmond council and received the below response: The tree that you detail in your enquiry is in fact under the management of Transport for London and not your local Council. Any assets within the boundaries of the highway or pathway on red routes are under TFL’s remit. Please therefore direct any future enquiries regarding these trees to TFL.

There is a tree just outside Owens court on 293 Lower Richmond Road where there is a bus stop. This tree is extremely high and blocks all natural light for the affected residents of this apartment block and has not been trimmed/pruned since I’ve lived here.

Since lockdown it’s been really hard being at home all the time and not even getting any sunlight in the flat is very depressing. I know that other residents of the building feel the same and we would really appreciate if something could be done about this now and for the tree to be drastically trimmed. Please can you expedite the pruning of this tree ASAP.
