This spot, which is near a pedestrian underpass, always floods in heavy rain. Please look at drainage/gulleys and clear blockages. Thank you.

I'm not sure why you have changed the category to "Standing water". This is a road, not a lake. The road is not draining as it should. This is not a new problem. It always floods in the winter when there have been 2-3 days of semi-continuous rain.
