Cobbles on drive way pavement are coming up and causing damage to my car bumper.

No 3, West Wickham high st. Drive way into but on the walkway are cobbles. A section which l have now noticed had Red spray paint so some one has marked already but did not mend has risen up after many cars have driven over to get into a car park. Loose cobble took a chunk our of my front bumper!
