Thames Water manhole cover STILL rocking

Hello, this manhole cover (it is the large square one managed by Thames Water not the smaller TFL one) was 'repaired' two days ago by covering it in tarmac, this has been done several times and each time within 48 hours the tarmac collapses and the drain cover starts to rock again each time a heavy vehicle passes over, waking everybody up all night long. This has been particularly bad for the last 10 days as one lane of the road is closed so all traffic is using the bus lane 24hrs a day so the loud bang occurs literally every few seconds.

PLEASE can Thames Water work with TFL to do a proper long-lasting repair on this rather than just temporary tarmac coverings which degrade after a couple of days of traffic?
