Dangerous traffic light and neglected area

The tooting bec lido traffic lights is a constant nightmare. My flat is 20 meters directly across from it. The one way to two way lane, no speeding cameras causes accidents, people to aggressively use their car horns all day and night, every time the lights change. All poles around it are bent and left unfixed after they have been crashed into. Some are like this for the past two to three years. Please put speeding cameras up, motorbikes and racing cars use it as a racing track throughout weekend and evening. Or put fake ones up to deter them. Place large banners to say no speeding, speeding monitors so drivers see their speed. Make tooting bec road non-overtaking to stop the dangerous weaving in and out. Make it one lane ot lengthen the stretch where it starts into a two way lane. Put signs up that say consider neighbours and reduce car horn noise in residential area. Please, it is hell on earth and emergency services use their sirens all ay and night just as they reach the flat. Us residents need someone to help reduce the issues. I have reached out to you before, local police, the council and local mp and none of you do anything.
