Roadworks appear without notice and prevent access

Sent to TfL less than a minute later. TfL ref: FMS2650659.
These roadworks have appeared yesterday.
No warning or letters to residents to warn them or give the opportunity to move cars. Residents of Kew Bridge Court cannot leave/exit. Speaking to Thames Water, they said they would move some cones to help but unsure how that will allow exit. Currently have to drive over footpath and cycle lane to get out.
Emergency services cannot get in or out. Only last week I had to dial 999 for my partner who suffered a suspected stroke. What if it happens again? I ask her to walk out to the front?
There is no warning signage.
The permit board displayed is incorrect and wrong.
The workers say they don’t have a permit as it is emergency works. No permit is shown on One.Network.
They claim it is emergency, but the mark up has been there for months!! Really poor.
