Eastbound lane closed Euston underpass, remainder too narrow

I'm guessing TfL has closed one of the two eastbound lanes in the underpass to throttle traffic flow into the merging lanes down the road. It cannot possibly be due to social distancing. Clearly the point is to create a queue. But the remaining lane is too narrow for a bike to safely filter past the inevitable stationary traffic. There is no reason to force bikes to wait in the queue because they are permitted in the bus lane on the eastern side of the underpass. Why has TfL done this? I will take it as given that this comment will be forwarded to the Streetspace team -- if you can post the team's answer to my question before closing the query I would be most grateful.
