Go red too quickly

I think the phasing of these pedestrian lights has changed and is causing traffic backlog therefore pollution for pedestrians. The lights go read as soon as button is pressed so there is no gathering time for pedestrians to cross on mass. This is a crossing by a school so in the mornings there is constant use but if the delay between pressing and going red was extend ( like I think it used to be) the traffic flow would be smoother and therefor less standing traffic for pedestrians. Could this be checked? Ideally this need to be checked between 8.30 and 9 in the mornings and probably the end of school too. Thank you
