Water leaking from road to basement unit for years

This has been reported several times. The road above our unit at 2 Eastcheap is a patchwork of surfaces. Since some traffic lights were installed there has been a constant leaking of water from the street level. There are several drains in the area and the street and pavement are cracked, uneven, and surfaced with 5 different materials in patches.
