It’s a ramp for deliveries and fire engines

We have had a fire in our block the roadtrip bar have dumped rubbish on our fire engine ramp it’s been there for two day now they are stopping fire engines parking down our ramp it’s illegal to dump rubbish why haven’t they got a permit to dispose of this debris it is flammable as you can see
