White Bike chained to post obstructing footpath/bike lane

A white bike has been placed at the site of a tragic road accident, but it is at risk of causing another accident. Twice on my school run with the kids, people have stepped into the bike lane without looking to get round it and yesterday very nearly ended up with my 6 year old daughter falling into the carriageway of the A316. The cycle path is already very narrow in this location with it being between the poles of a road sign and the bike is causing a real issue. The new addition of a sign highlighting the cycle death is even worse as it is at head height and a further risk.

I appreciate the need to have a memorial, but it needs to be off the footpath.
