The cycle traffic light is stuck on red

When turning right from highbury corner the cycle traffic light seems to be stuck on red. The lights go through several cycles and all road users get an opportunity to cross except bikes. This happened a couple of weeks ago and I was there for 10 minutes before it changed, it went through 4 or 5 cycles over that period. It happened again today, to be blunt after the previous experience I only waited a couple of cycles before deciding to turn right at the same time as the cars. Not sure if this is deliberate or a fault but it's extremely annoying.
