Some sort of issue

Another traffic light issue. Rom Valley Way junction with Queen’s Hospital. It’s actually for traffic heading towards Roneo Corner so doesn’t affect any service work but has been going on for a long time, hence why it probably hasn’t been reported, but it does affect my commute in to work. The lights operate in the sequence as shown below however the lights at 1 do not come into the sequence unless there is traffic at 1A, such that traffic at 1B could be sitting waiting for ages until a vehicle pulls up at 1A, towards Waterloo Road. They just cycle between 2/3/4 until there is traffic at 1A. Hope that makes sense.
Thank You
