Unnecessary obstruction

Pit Lane - NCP Car Park, 75 Farringdon Road
I am writing with regards to a pit lane enclosure which has been erected outside a building site at 75 Farringdon Road. I have attached photographs of the TFL License as well as of the enclosure itself - taken at various times during the day - morning, afternoon and evening. In all instances that I have seen or noted, the pit lane in question is being used by private, non-commercial vehicles. There does not appear to be any loading or unloading of goods or materials at this location and there is in fact no direct access to the site in the vicinity of the pit lane. Furthermore, there are vacant parking bays on Bowling Green Lane where the main site access is located which would be a much more practical location for the pit lane. There is also an abundance of open and available parking spaces in close proximity on Pine Street, Bowling Green Lane, Vineyard Walk and Northampton Road.
According to the license displayed, the pit lane is approved to be in place until July 2022. Whilst the pit lane is in place the Bowling Green Lane Bus Stop (Stop CL) is out of service. The closure of this bus stop creates a great challenge and inconvenience for residents in the area, and particularly so for disabled commuters or those who are in wheelchairs. Being located on Farringdon Road which is a main traffic route at peak travel times the enclosure in question contributes to further congestion and a bottleneck of road traffic being unnecessarily backed up.
As a local resident who has lived in the area, I don't recall having ever seen or received any correspondence relating to this pit lane and have never been made aware of, or invited to participate in any public consultations regarding its approval. Perhaps I am uninformed regarding its purpose or the need for this pit lane, but from what I've observed, it is largely only being used as a parking space for personal or private vehicles of people visiting or working at the construction site. It baffles logic that someone should park their BMW in a pit lane and potentially inconvenience hundreds - if not thousands of residents and commuters when there's plenty of available parking in close proximity. There should also be absolutely no reason that this obstruction should be allowed to be in place for a further 12 months.
I'd appreciate it if you would revert to me with your feedback, along with copies of the application made by Gilbert Ash Limited for the pit lane, copies of the minutes or approval of the application to confirm why it was deemed to be acceptable or in the public interest, and lastly copies of minutes or correspondence relating to the public consultations.
