Pavement kerb increases as there is a drain cover

Sent to TfL less than a minute later. TfL ref: FMS2902038.
The pavement level increases as the road goes on, I have damaged my alloy rim whilst parking in the locality. The pavement kerb is low then increases suddenly with no notice.
Even the pavement kerb has been increased or the road lowers due to a drain cover being in the locality.
This is in front of the unite students building in Leman Street London E1 8EU.
Is this allowed as part of the highways law?
I will be looking into the highways law.
