Taking too long

Why is a simple task taking so long? Why is there a contra flow when the space is adequate for passing traffic, esp on Sat when nobody was working there? What is the cost to the environment in traffic queuing back for a mile and lost business hours? Do the council or TfL not take any interest in an unnecessary obstruction on a trunk route?
