Road surface breaking up

Apologies for not giving one exact location, but the A21 northbound from Bromley down the hill to Downham (600 yards in total) has a number of small road defects that are getting worse, despite occasional and short-term repairs. For cyclists it's becoming quite an issue, having to weave across the carriageway to avoid them, and going down a 25% hill on a major road is fraught with danger.
