Cyclists on the pavement

I walk through the pedestrianised area of Highbury Corner often and I wonder why there is no one ensuring that cyclists do not cycle through it. 93% of cyclists do not use the cycle lane which was put it at considerable cost to council tax payers. I also wonder who approved the design of this area as it was pretty obvious cyclists were going to use it as a shortcut between Upper Street and the route to Holloway Road or Highbury Fields.
