Problem with Position of Traffic Lights south bound Mortlake Road

There is an ongoing problem with the position of the traffic lights on the Mortlake Road as positioned. Cars waiting in the queue when the lights are red often have to use their horns to alert the driver at the front of the queue that the lights have changed to green. The car at the front of the queue is often unaware that the only traffic lights are directly above them rather than at eye level on the opposite side of the junction (south bound). Cars are sounding their horns outside our house throughout the day. A new traffic light is required. You messaged earlier that this problem had been "fixed" - I think there is a mis-understanding that this is a simple technical issue. It isn't. If you stand at the junction for a few light changes you will understand the problem. I'm happy to stand out there with you! Many thanks.
