Bicycle detection for northbound cyclists not working well

Sent to TfL less than a minute later. TfL ref: FMS3025827.

Cycle detection is working very intermittently for the contraflow cycle lane on Richmond Road. Traffic light cycle regularly skips phase for northbound bicycles even where cycles are waiting. Please fix.
