Rocking noisy manhole cover

I have been reporting this problem to Southwark Council for over 10 weeks with no success. They have recently informed me this is a red route and so is a TFL problem to solve. The defective and very noisy manhole cover is on Newington Causeway in the main carriageway just pass the Salvation Army building and outside Metro Central Heights, just after the lights and as the bus lane begins. As mentioned this has been a problem for over 10 weeks. It disturbs my sleep and is particularly noticeable in the evening/night time. It is the bain of my life and along with sleep problems it is annoying causing me stress and extremely frustrating that no one wants to fix this problem. Please don't tell me this is a Southwark Council problem or I might just go dig up to road myself. Please please get this sorted ASAP. If it isn't fixed within 7 days I will escalate to my MP and the Mayor's office. 10 weeks is too long to wait for this problem to be sorted. It's like having someone outside your bedroom window banging a drum irregularly but frequently the whole time. 10 weeks and I've had enough.

If it is confirmed as a safety issue it will be made safe within two hours. If the manhole cover is owned by us, we will carry out a permanent repair at a later date. If it is owned by another company this will be passed to them for a permanent repair. Please note that a temporary fix to this problem was applied approx 6 weeks ago, however this has now failed and the manhole cover is now creating a significant amount of noise again. This is an extreme nuisance and unacceptable (effecting my ability to sleep properly). This problem has been reported to Southwark Council as well (ref 745178) - since Jul. Waiting over 3 months to get this fixed is unacceptable. Please hasten a full and proper repair asap to stop the excessive noise and prevent the total failure and potential for serious accident occurring in the near future. Please provide an update by Thursday.

I have continues to pursue this vigorously with Southwark Council who appear to finally be taking this problem seriously. A TEMPORAY fix has been applied by someone with a layer of tarmac being placed on top of the manhole cover.
HOWEVER, although the noise has been reduced slightly it is still noticeable in my 7th floor flat. The last temporary solution lasted approx 5-6 weeks.
This doesn't absolve or remove the requirement to get this defective manhole cover properly and permanently fixed.
It also remains a safety issue.
Please hasten a full and proper repair ASAP. It has already been over 3 months of reporting and chasing and I can't cope with this anymore. Totally unacceptable.
I have reported this to the London Assembly head of transport as well and to my Local MP.
PLEASE GET THIS FIXED!
