Temporary traffic lights at pedestrian crossing causing danger.

Now. I understand that the new installation of a zebra crossing on Syon Lane opposite Mcfarlane has a problem as one of the solar powered flashing amber lamps is in permanent shade and doesn't charge sufficiently. So you were taking action but you have some how delayed and left things dangerous.
One of the road team has left temporary traffic lights that should cycle green/red to allow pedestrians to use the universally understood zebra crossing but these lights are on PERMANENT green. Approaching cars believe they have full right of way but pedestrians see the zebra crossing and they surmise they have right of way. I witnessed a near fatal collision today of the two parties above when both van and pedestrian almost met together on the same part of the crossing! Both parties misunderstood. I recommend you remove the 'permanently' ON green 'temporary' lights and let the zebra crossing do its work. Otherwise, we will have casualties at this spot.
