These are new traffic lights not prioritising traffic

Sent to TfL less than a minute later. TfL ref: FMS3055380.
These traffic lights are new traffic lights placed here for the opening of a new council yard. However that yard is not yet open and the lights are on and prioritising the non existant traffic from the council yard. There is excessive traffic build up caused for no reason these lights are on Watermead Way near the entrance to the car park at Tottenham Marshes.
There could also be an issue with the buttons being stuck as well as the phasing issue mentioned above

These lights stop the traffic on watermead way every 40-60 second for almost 40 seconds. There is nobody around. All these lights are doing is causing tailbacks, congestion and POLLUTION all the way back to Tottenham Hale every day. There seem to be sensors on the lights. Facing what seems to be not the oncoming direction but perhaps the pavement and the cars after they have driven through th lights. Maybe these sensors are causing the issue.

When the lights were first operational this was happening too. Then the problem seemed to go away but it's back now. If it is caused by a stuck button perhaps the button sticks too easily.

Traffic light buttons seem to be stuck to signify people want to cross when no one is there I pass through at 4:30am / 5am and the roads are empty yet lights still operate and turn red These are new lights which should only turn red when requested

Why has this not been fixed or at least acknowledged by tfl? Issue is still on going causing pollution and more pollution for no apparent reason.
