Traffic lights missing out a sequence

On A12, going towards Romford, turning right into Whalebone Lane North towards Chadwell Heath. Traffic light sequence missed out our turn to go 4 times. In the end had to chance it and go. This has been happening on and off for months and months. I was at this junction at midday today with hardly any traffic around but it's also happened many many times on my way home at 6pm. The filter lane builds up causing problems on A12. Cars then get fed up waiting for the traffic light sequence to hopefully work again, have to try and get across two lanes of traffic to get over, turn left onto the other side of Whalebone Lane North then turn round so they go across the lights that way.
