Who is responsible for cleaning under the shelter ?

Re: FMS2990235. I first reported this same problem in early Sept' and it remains more or less the same. Who is responsible for cleaning the pavement directly below the seats at this bus stop ? Having spoken to a street cleaner two months ago, he claimed is was not his duty to clean the appalling mess that has built up under the seats. Although recent rain has washed away some debris, it clearly requires steam cleaning around the posts and under the seats.
