Driver education issue causing frequent congestion

There is often a traffic jam along London Road heading southbound through these traffic lights. When the lights change to red, traffic which has already passed through the previous green signal should continue to proceed but drivers often get confused by the presence of the subsequent traffic light and incorrectly halt, thereby holding up the traffic joining from Whitton Road. This causes unnecessary congestion, frustration and noise from horning. The traffic lights need to be upgraded and reconfigured to mitigate this issue.
